Federal Government announces new investment program in logistics

In order to promote the resumption of economic growth, last Tuesday, June 9, President Dilma Rousseff launched the new phase of the Investment Program in Logistics ("PIL"). In this new stage of the PIL, the Federal Government has planned to make investments of about R$ 198.4 billion, to be applied in highways (R$ 66.1 billion), railways (R$ 86.4 billion), ports (R$ 37.4 billion), and airports (R$ 32.2 billion). In the first phase of this new stage of the PIL, the intention is to implement an investment, between 2015 and 2018, of R$ 69.2 billion. In the second phase, from 2019, the investment should be equal to R$ 129.2 billion.

In the road sector, the Federal Government plans to hold four biddings already in 2015. Also, investments of R$ 15.3 billion are also planned in existing highways and 11 new road projects, totaling around R$ 31.2 billion. In this sector, the bidding for new concessions will likely follow the model already used by the Federal Government, in which the private entity submits the lowest tariff value and is committed to making investments such as in the duplication of roads, bridges, viaducts etc.

The railway sector should be the one to receive more investments from the Federal Government, given that its infrastructure in Brazil is still quite insufficient: R$ 86.4 billion. Of such amount, R$ 7.8 billion will be allocated to the NorthSouth, Palmas-Annapolis, and Bacarena-Açailândia Railroads; R$ 4.9 billion to the North-South, Annapolis-Estrela D'OesteTrês Lagos Railroads; R$ 9.9 billion to the Lucas do Rio VerdeMiritituba Railroad; R$ 7.8 billion to the Rio-Vitória Railroad; R$ 40 billion to the Brazilian stretch of Biocênica Railroad; and R$ 16 billion to new investments in the existing concessions. It is interesting to note that Machado Meyer has supported the Federal Government in preparing the legal studies for these railway stretches. But in addition to the new concessions, there are also plans to invest R$ 16 billion in existing concessions.

As for the ports, R$ 37.4 billion will be allocated to this sector. The Federal Government separated the port terminal leases (located in public ports) into two blocks. In the first, biddings will be implemented for 29 terminals in the ports of Santos (9) and Pará (20). Since the Federal Audit Court has recently approved the studies for these biddings, they may be implemented in 2015 already. Biddings will take place in two stages, the first for grain ports, five in Pará and one in Santos, and pulp ports, two in Santos, with investments estimated at R$ 2.1 billion.

The second stage will be for bulk ports, two in Pará and four in Santos, general cargo and containers, one in Pará and two in Santos, and fuel ports and LPG, twelve in Pará, with an estimated investment of R$ 2.6 billion. Block 2 contains 21 terminals in Suape, Aratu, Rio de Janeiro, São Sebastião, Santos, Paranaguá, São Francisco do Sul, Manaus, Santana and Itaqui, and an estimated investment of R$ 7.2 billion. Also in the port sector, it is now expected that 63 permits for the implementation of private use terminals may be issued, involving an investment of R$ 14.7 billion.

Besides these sectors, the Federal Government plans to expand the airport concessions program. In addition to six airports already granted in the first phase of the program (Natal, Guarulhos, Viracopos, Brasília, Confins and Galeão), the second phase provides for a bidding, already in 2016, regarding four additional airports - Fortaleza, Salvador, Florianópolis and Porto Alegre, totaling investments of R$ 8.5 billion. But new concessions for seven regional airports are also expected: Araras, Jundiaí, Bragança Paulista, Itanhaém, Ubatuba and Campinas (Amarais), all in the State of São Paulo, and one in Caldas Novas, State of Goiás, totaling R$ 78 million in investments.

Finally, with respect to financing, BNDES will continue to play an important role, financing between 70% to 90% of the projects. In addition, the Government also wants to increase the participation of capital markets and issuance of infrastructure debentures.

Governo Federal anuncia novo Programa de Investimentos em Logística

Como forma de promover a retomada do crescimento da economia, na última terça-feira, dia 9, a Presidente Dilma Rousseff lançou a nova etapa do Programa de Investimento em Logística – PIL.

Nesta nova etapa do PIL, o Governo Federal planejou a realização de investimentos de cerca de R$ 198,4 bilhões, a serem aplicados em rodovias (R$ 66,1 bilhões), ferrovias (R$ 86,4 bilhões), portos (R$ 37,4 bilhões) e aeroportos (R$ 32,2 bilhões). Na primeira fase desta nova etapa do PIL, pretendese investir, entre 2015 e 2018, R$ 69,2 bilhões. Já na segunda fase, a partir de 2019, o equivalente a R$ 129,2 bilhões de reais.

No setor rodoviário, o Governo Federal pretende realizar quatro licitações já em 2015. Além disso, também estão previstos investimentos de R$ 15,3 bilhões nas rodovias existentes e 11 novos projetos rodoviários, totalizando cerca de R$ 31,2 bilhões. Nesse setor, as licitações para novas concessões provavelmente seguirão o modelo já utilizado pelo Governo Federal, em que o sujeito privado apresenta o menor valor das tarifas e se compromete a realizar investimentos como duplicação de pistas, pontes, viadutos etc.

No âmbito das ferrovias, setor cuja infraestrutura no Brasil ainda é bastante insuficiente, o Governo Federal. Por isso, será o que receberá mais investimentos: R$ 86,4 bilhões. Desses, R$ 7,8 bi serão para Norte-Sul, Palmas-Anápolis e BacarenaAçailândia; R$ 4,9 bi serão para Norte-Sul, Anápolis-Estrela D'Oeste-Três Lagoas; R$ 9,9 bi serão para Lucas do Rio Verde-Miritituba; R$ 7,8 bi serão para Rio-Vitória; R$ 40 bi serão para o trecho brasileiro da Biocênica; e R$ 16 bi para novos investimentos em concessões existentes. É interessante destacar que o Machado Meyer apoiou o Governo Federal na elaboração dos estudos jurídicos para esses trechos ferroviários. Mas, além de novas concessões, planeja-se investimentos de R$ 16 bilhões em concessões já existentes.

Quanto aos portos, serão destinados ao setor R$ 37,4 bilhões. O Governo Federal separou os arrendamentos de terminais portuários (situados nos portos públicos) em dois blocos. No primeiro, serão feitas licitações para 29 terminais nos portos de Santos (9) e do Pará (20). Como recentemente o Tribunal de Contas da União aprovou os estudos dessas licitações, planeja-se que já em 2015 sejam realizadas essas licitações. A licitação ocorrerá em duas etapas, sendo a primeira para portos de grãos, cinco no Pará e um em Santos, e de celulose, dois em Santos, com investimento estimado em R$ 2,1 bi.

A segunda etapa será para portos de granéis, dois no Pará e quatro em Santos, de carga geral e contêineres, um no Pará e dois em Santos, e de combustíveis e GLP, doze no Pará, e o investimento estimado em R$ 2,6 bi. O bloco 2 contém vinte e um terminais em Suape, Aratu, Rio de Janeiro, São Sebastião, Santos, Paranaguá, São Francisco do Sul, Manaus, Santana e Itaqui, e o investimento estimado em R$ 7,2 bi. Ainda no setor portuário, também estão sendo previstas a emissão de 63 autorizações para a implantação de terminais de uso privado, em que o investimento será de R$ 14,7 bilhões.

Além desses setores, o Governo Federal pretende ampliar o programa de concessões de aeroportos. Além dos seis aeroportos já concedidos na primeira fase do programa (Natal, Guarulhos, Viracopos, Brasília, Confins e Galeão), a segunda fase prevê a licitação, já em 2016, de mais quatro aeroportos – Fortaleza, Salvador, Florianópolis e Porto Alegre, totalizando investimentos de R$ 8,5 bilhões. Mas também estão previstas novas concessões de sete aeroportos regionais: Araras, Jundiaí, Bragança Paulista, Itanhaem, Ubatuba e Campinas (Amarais), todos no Estado de São Paulo, e o de Caldas Novas, em Goiás, somando R$ 78 milhões em investimentos.

Por fim, em relação ao financiamento, o BNDES continuará a ter um papel relevante, financiando entre 70% a 90% dos projetos. Ademais, o Governo também deseja ampliar a participação do mercado de capitais, bem como emissão de debêntures de infraestrutura.
